Venezuela has the privilege of being one of the pioneer countries in the theme of the Intercultural Bilingual Education for the indigenous towns, when since the years 70 of the last century, was talking to each other already of the patrimonial value of the originating languages.
But it was from the year 1999 with the approval of the new Venezuelan Magna Carta that reaffirm to your ancestral and innovative knowledge the collective rights of those social groups in aspects like ethnic identity, own culture, language and the respect.
According to the CRBV in your art. N 121
“ The indigenous towns have a right to maintain and to develop your ethnic and cultural identity, worldvision, values, spirituality and your sacred and cult places. The State will promote assessment and diffusion of the cultural public demonstrations of the indigenous towns, which have a right to an education of its own and to an educational regime of intercultural and bilingual character, attending to his socio-cultural particularities, values and traditions ”.
That the Constitution gives the official status to the indigenous languages proves to be significant to regional level and they are considered patrimony of the nation and of humanity, at the same time as the interculturalidad like spinal column of the Venezuelan Educational System secures.
An important step in that direction is constituted by the pedagogic guidelines, in order to benefit similar quantity of indigenous towns in the intercultural bilingual education. By means of the Ministry Of Education he already began to build for himself the different pedagogic guides of the ethnic collectivities sanema, warao, ye´kwana, kariña, pemón, yupka and wayuu, located in the states Amazon, Bolivar, Sucre, Anzoátegui, Zulia and Monagas. These guides, with help of the Venezuelan satellite Simon Bolivar, position in orbit in 2008, are going to position themselves in Internet in Spanish and the originating tongues for those towns and us to be able to learn each language indistinctly. It is worth the while to point out that guidelines did not appear only from the Ministry, but it was worked up in coordination with the indigenous communities, mainly with the wise men, with old people and old women, with the ones that he has managed to make it groups for the elaboration of these guides with .
The most important thing here between what it has turned out well is the intercultural bilingual education, well-known institutionally to try to preserve the mother tongue in all those towns, that they no longer are only Venezuelan, but Patrimonio of humanity.
The fact that the indigenous towns had been grateful for the Constitución, for laws and regulations of Government says you that Venezuela is advanced in the recognition of these worldwide towns.
The revolution through the Constitution Of Bolívar precisely manages to insert the indigenous towns to the system not only, but also to the Venezuelan society, acknowledging them as town and giving you the bilingual education, that it is the interculturalidad". In these moments we can say that we have 40 towns. For the revolution the man is the most important, the human being".
Regarding this theme also it is worth the while to point out that in this government also the Constitution of Pueblos and Indigenous Communities were approved (2005);  That I he contains in the Titulo IV, Chapter all related matters with Education, where they propose the rights of the indigenous towns to the Education as well as the regimens of intercultural bilingual education.
In the art. 74 from the right to the education of the towns and indigenous communities, proposes than:
The State guarantees the towns and indigenous communities the right to his education of its own like process of socialization and to an educational regime of intercultural bilingual character, attending to His socio-cultural particularities, values, traditions and needs.
As to the own Education of the towns and indigenous communities the Article 75. Put forward than:
The own education of the towns and indigenous communities is based in the systems of socialization of every town and indigenous community, the ones that one transmit by means of and they renew the constitutive elements of her culture.
Of the regime of intercultural bilingual education the Article 76. Indicate the following:
“ The intercultural bilingual education is an educational specific regime that will be established in all the levels and modes of the educational system for the indigenous towns, and will be oriented to prefer the interculturalidad and to satisfy the individual and collective needs of the towns and indigenous communities. This regime is well-founded in culture, values, standards, languages, traditions, own reality of every town and community and in the teaching of the Spanish language, the scientific, technological and humanistic appropriate contributions of the cultural wealth of the Venezuelan and humanity Nation. It all will be developed in the study programs ”.
Of the art. 77 to the 81 talks to each other on the state obligations as to the implantation of the regime of intercultural bilingual education in the towns and indigenous communities, of the educational gratituidad, of the teaching of the indigenous and Castilian, educational institutions language and of the teachers.
