The Bolivarian Republic of Venezuela in the Third Millennium

   It is important to note that by the end of 2004, during the first six-year term of the revolutionary government led by Commander Hugo Chávez Frías, who in his electoral campaign offered a proposal for a Constituent Assembly, aimed at allowing the sovereign Venezuelan people to freely elect the assembly members, these members formed the National Constituent Assembly by the end of 1999. At the same time, these parliamentarians also took into account the numerous proposals outlined and debated by the sovereign people in various community assemblies.
    All the proposals made by the sovereign people and approved in community debates, inherent to the model of governance and public administration at the national, regional, municipal, and local levels, represent a transformation of policy aimed at optimizing everything related to education, health, sports, culture, communication, the economy, the transformation of administration in the oil industry, technology, science, and domestic and foreign relations. In short, they represent a complete political and administrative transformation that overturned the public administration system contained in the Constitution approved in 1961. Virtually all the proposals formulated, discussed, debated, and approved were legitimized in a popular referendum controlled by the National Electoral Council (CNE) through a National Referendum.
    In this context, a major debate arose at the UN, focused on evaluating the historic governmental events unfolding in the new Bolivarian Republic of Venezuela. In this regard, ANCOP (National Association of Popular Organizations) stated the following:
    “The Millennium Development Goals set by the United Nations (UN) have been 95 percent achieved by the Bolivarian Republic of Venezuela,” asserted the Head of State and Government of that South American country, Nicolás Maduro Moros.
    In public and widely publicized statements issued by the Secretary-General of the United Nations, the following was stated:
“We are proud of the construction of a social welfare state through the Missions and Great Missions implemented in Venezuela since 2003-2004.” These public statements issued by the UN Secretary-General in 2004, Dr. Ban Ki-moon, conclude that the state policy developed during the first six-year term by Commander Hugo Chávez and his government team was highly effective in addressing the needs of the economically vulnerable population. This included educational opportunities at the preschool, primary, secondary, vocational, and university levels, up to the undergraduate level. Similarly, the provision of public healthcare, both outpatient and inpatient, through the Barrio Adentro modules and Comprehensive Care Centers (CDIs), was also effective. Furthermore, priority was given to the massive construction of housing to meet the needs of the people through the Great Housing Mission Venezuela. To achieve the emerging development of the popular economy, a people's banking system was created and put into operation through the establishment of the Women's Bank and the restructuring of the Workers' Bank.
    When President Hugo Chávez fell ill in 2011 and passed away in 2013, Deputy Nicolás Maduro Moros assumed the presidency of the Republic as acting president on March 5, 2013, and was subsequently elected President of the Republic on April 14 of the same year. President Maduro continued with the same socialist political and governmental model, prioritizing the successful implementation of the major social programs. Therefore, ANCO emphasizes the following:
President Maduro explained that each program allowed for the achievement of a specific objective: "to provide the people with education, health, culture, income, work, well-being, and to raise their standard of living to levels never before seen in 200 years."
     The aforementioned author continues, stating:
“With Hugo Chávez’s rise to political power in Venezuela, a system based on the fair redistribution of income, tending toward equality, was established,” explained the Venezuelan leader.
   However, “when this madness began to suffocate public finances, national income, and destroy PDVSA (…) we went from receiving 56 billion dollars in 2013 to less than 500 million dollars in oil sales in 2020.”
   This situation has considerably affected the level of social welfare in all its aspects, particularly in the area of ​​wages, which have declined as a consequence of an economic war waged by the now-defunct National Assembly, Maduro stated.
