For several years now, I have been publishing my modest opinion regarding the corrupt behavior of a significant percentage of public officials, who work in the different institutions of the central, state, municipal, parochial and communal public administration; acts of corruption that according to the Organic Law Against Administrative Corruption (LOCCA), are expressed in the management carried out by the public official; Among those illegal labor acts we have: negligence, laziness, apathy, lying, cheating, diversion of budget items and other public goods, misappropriation of public property (Theft), breach of working hours, usurpation of positions, forgery of signatures, forging and falsification of documents, overrun of working hours, unjustified delay in signing documents and delivery of management report, indiscreet work behavior, accepting bribes, bribing, extortion, destruction or damage to movable and immovable property owned by the State, non-surrender of accounts, blackmail, granting employment to people who do not have knowledge of the work to be performed, unjustified movements of bank accounts, depositing money or government securities without authorization, exercising several simultaneous and remunerated administrative positions, and other administrative acts that generate loss of economic resources, assets and liabilities of the State or despres have the image of it.

This historical and illegal administrative conduct that in governmental times of our great Liberator Simón Bolívar was sanctioned with a death penalty, is already culturally ideosyncratic, since the administrative corruption from the Government of Gral. Páez, through the Punto fijista governments and then in the 21 years of the governmental period of the socialist revolutionary process, the corroptive behavior of some of the public officials, has not been exemplarily sanctioned, since there is not even a legal instrument, nor the adequacy of the penal system to punish with all the rigor of the law to anyone who squanders public property or lends itself to corrupt acts within the public administration.

In the content of the CRBV, there is an article that induces the sanction of the civil servant and public official who incurs acts or corrupt actions, but until now a law has not been approved aimed at sanctioning such harmful work and personal conduct in an exemplary manner; the Moral Power is created and the historical Judicial Power is reinforced; But both governing powers of human conduct are unfortunately very corrupted, since a good part of the Police, Prosecutors and Judges enrich themselves with money from corrupt people who pay to be defended and protected; It is relevant to highlight that the very perverse administrative corruption exercised with impunity by corupts and corrupters is a psycho-social disease that affects both right-wing, ultra-right and left-wing ideological politics, fundamentally on the continents: American, European and African; In Asian countries and in some Arab countries, acts of administrative corruption are very scarce, because the civil servant who commits acts of corruption is strongly sanctioned, since their Magnas Letters and legal status allow the application of: death penalty , life imprisonment without procedural benefits, disposal of one hundred percent of the assets acquired through acts of corruption, both to those who improperly appropriate the property of the State, as well as to their various figureheads up to the fifth family or associative generation; assets owned both nationally and internationally.

Regarding the blatant corruption that causes great damage to the image or credibility of our Venezuelan Bolivarian socialist revolutionary process, our legitimate President. Constitutional Nicolás Maduro Moros recently issued statements in which he raised his concern about what was happening in our country in terms of administrative corruption; but our respectable Pdte. of the Public must begin with great courage and determination to clean the house by dismissing from their positions any inefficient high, medium and low-ranking official who is implicit in acts of administrative corruption within the central Executive Power, since the others Powers: Legislative, Moral and Judicial, according to the CRBV, are autonomous in their administrative functions and decision-making; therefore the Pdte. The Republic does not have the competence to dismiss or replace public officials in said Public Powers; also the CRBV and the respective laws grant absolute administrative autonomy to the state, municipal, parochial and communal Public Powers, consequently the President. Maduro also does not have the competence to fire or replace the corrupt and corrupt in those spaces of the public administration.
